Include the following:

• Title, Executive summary (one paragraph)
• Relevance to US policy makers (this paragraph may include historical, political, economic, or social context).
• Summarize current developments, provide historical background as needed.
• Evidence-based analysis (footnotes refer to your sources of data, and to relevant secondary sources).
• Critique of the data on which your analysis is based
• One-paragraph conclusion, indicating possible future developments.
• References cited
