This exam consists of 2 essay questions that are each worth 10 points. Please read each question carefully and write a response in essay form in complete sentences. Each answer should consist of at least 250 words. Do not use bullet point lists and please take time to organize your answer before you begin writing. There is an extra credit question at the end worth 1 point.
1.) a. Briefly describe the WHO EPI immunization program. b. Describe three reasons why the EPI program was a good fit with the Primary Health Care concept as elaborated at Alma Ata. (10 points)
2.) Please answer the following questions about the figure below in one essay response: a. briefly describe what is illustrated in the figure below; b. define what is meant by the term “internal brain drain”; c. explain what the figure below suggests to us about causes of this problem; and d. discuss how structural adjustment programs may have contributed to increased internal brain drain. (10 points)
Extra Credit!! What is the building on the UW campus that is named after the really famous global health guy who we discussed in class? (1 point)

Structural adjustment programs have made governments keep salaries low and have limited overall budgets for public sector health systems. So salaries and work conditions are often not good. Structural adjustment has also led to donors giving more funding to NGOs so many countries have more NGOs around that are offering positions with much higher pay to skilled health workers thus pulling them away from the public sector and contributing to greater brain drain (4 points)
